5. As regards the Administrative side,

while eliminating the series of £90

increments towards the top of the scale,

we have aimed (the same time in the

proposed revision at not upsetting the

general balance between that scale and the

scales for other services proposed by the

Commission and already approved. There

would have been no justification for

accepting the other scales and

substantially reducing the attractiveness

of this one. (We have in fact already

had information from Hong Kong that local

reaction is that the Commission's proposals

for the Administrative Service are more

disappointing to officers than those for

other sergices). I attach a statement which

shows the basic salary scale now proposed

compared with the existing scale and the

Commission's proposed scale, and also with

the existing Malayan scale and the

Trusted proposed scale.

you may make the obvious retort.
